CZM):
a. Magnetar Operating, LLC – Grand Chenier, Latitude 29.37598, Longitude
92.3847, (proposed bucket dredging, prop washing and installation of structures
to facilitate the drilling of these six wells for hydrocarbon exploration, Bayou

b. Delfin Offshore Pipeline, LLC – Off Gulf Beach Highway, Johnson Bayou,
(after-the-fact application for EUA 26-007 to replace a damaged section of
42inch pipeline at an existing valve site. A 105 feet section of pipe was removed
including an inline valve and replaced with new 42inch pipe. Also 3 ancillary
pipelines and surface facilities located at the valve site were removed.

c. Cameron Land Ventures, LLC – Off Wakefield Road and Parish Road 3158,
Cameron, (Parish Road 3158 Yard Project; proposes to temporarily store excess
soil, up to 271,040 cubic yards, from CP2 LNG Terminal at an existing site until
the soil can be transferred to a permanent disposition site. (P20260331),

d. Natural Gas Pipeline Company of America, LLC – Sabine -Neches Waterway,
Johnson Bayou, (SNND NGPL Line 2 Replacement Project; proposes to lower
approximately 5,800foot segment of its existing 30inch diameter pipeline
beneath the Sabine Neches Waterway to accommodate planned dredging
activities intended to deepen the Sabine Neches Waterway to allow passage of

e. Cameron Land Ventures, LLC – Marshall Street, Cameron, (Kelly Farm Yard
Project; proposes to temporarily store excess soil, up to 630,800 cubic yards,
from CP2 LNG Terminal at an existing site until the soil can be transferred to a

f. Sweet Lake Land & Oil Company – Intersection of LA Highway 27 & Highway
384, Northwest Corner, Sweetlake, (proposes 23,703 cubic yards excavated
material of an on-site borrow pond for future commercial development for

36, T12S, T09W, (Lateral 32B Modifications and Structure Replacements;

of drainage lateral 32B, as well, as filling in 2,524 linear feet of existing lateral,
replacement of four (4) water control structures and removal of two (2),

7. Motion to Approve Permit Applications of Local Concern (Subject to strict compliance

a. Christopher Hicks – 127 Belle Savane Road, Grand Lake, (proposes to excavate

13. Motion to open public hearing on the addition to the Code of Ordinances – No Wake
Zone Ordinance:

NO WAKE ZONE, CAMERON PARISH
(a) There is hereby created a no wake zone within certain areas of Cameron Parish, as
follows:
(i) Cameron Loop from the North entrance (29˚ 48’ 00” N/ 93˚ 20’ 12” W) to
the South entrance or end of the Cameron Loop (29˚ 46’ 37” N/93˚ 20’ 30”
W) and shall remain in effect for the entirety of the loop.
(ii) East Fork (Old River) from the North entrance (29⁰ 50’ 20.19’ N /93⁰ 19’
48.91” W) to the South end (29⁰ 49’ 12.73” N/93⁰ 20’ 48.41” W) and shall
remain in effect for the entirety of the East Fork.
(iii) Kelso Bayou Bridge (30⁰ 00” 16” N/93⁰ 20” 36” W) to North of Hackberry
Seafood Docks (30⁰ 00” 36” N/93⁰ 20” 29” W).
(iv) Kelso Bayou North of Amoco Dock (30.0041156, -93.3533027) westerly
along southern bank to past residents’ docks (30.0015547, -93.3629587)
(b) No person shall operate, cause to be operated, or permit to be operated any watercraft,
motorboat, recreational watercraft, or vessel in such a manner or at such speed as may
or shall create a wake from such operation. For the purposes of this section, the
registered owner of any such vessel or watercraft shall be presumed to be the operator
of said vessel at the time the violation occurs.
(c) The term “wake” shall mean any vessel water turbulence in excess of six (6) inches in
height crest. Notwithstanding, in no event shall the speed of any watercraft, motorboat,
recreational watercraft or vessel exceed five (5) mph. All vessels operating within a no
wake zone shall proceed at idle speed or bare steerage speed, creating no appreciable
wake.
(d) The section shall be enforced by the Cameron Parish Sheriff’s Office and may be
enforced by the United States Coast Guard and the Louisiana Department of Wildlife
and Fisheries within their jurisdictional limits and any other Federal or State law
enforcement agency.
(e) This section shall not apply in instances where vessels are in navigational distress and
power is essential for the proper control of the vessel in navigation for its safety and
the safety of others or the safety of the structures. Vessels responding to emergencies
are exempt from this ordinance.
(f) If the person operating a vessel is found to be in violation hereof, the person shall by
fined not more than $500.00 or imprisoned in the parish jail for not more than 30 days,
or both.
(g) Signs and/or buoys shall be installed according to LAC Title 76, Part XI, §303
(Uniform System of Waterway Markers)
Each sign shall read:
SLOW – NO WAKE ZONE
By Order of the Cameron Parish Police Jury
Signs shall have a white background, a 2-inch orange reflective border, and black block
letters at least 4 inches tall.
Markers will be placed at both entry and exit points of the Loop area, clear of the ferry lanes.
14. Consideration of adopting the No Wake Zone Ordinance as written above: Motion to
Amend the following and readvertise.
REMOVE: (ii) East Fork (Old River) from the North entrance (29⁰ 50’ 20.19’ N /93⁰
19’ 48.91” W) to the South end (29⁰ 49’ 12.73” N/93⁰ 20’ 48.41” W) and shall remain
in effect for the entirety of the East Fork.
ADD: Entrance of Kelso Bayou 30 00’ 29”N / 93 20’ 04”W to 30 00’ 29”N to 93 20’
10”W
15. Acceptance of Bid and authority to execute contract with Marshland Equipment Rentals,
LLC for the Restoration of the North Cameron Levee for PW 2320 project for Gravity
Drainage District No. 3
16. Consideration of approval for the Southwest LA Criminalistics Laboratory Budget for
2026/2027 Fiscal Year
17. Consideration of Resolution authorizing the Cameron Parish Sheriff to enter into a
Cooperative Endeavor Agreement and Payment in Lieu of Tax Agreement with
Cheniere
