6. Comments/Objections on Permit Applications of State Concern (Subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM):

a. Delta South Louisiana Gas Company, LLC – Off Marshall Street, Cameron, Section 31, T14S, 09W, (proposes to install approximately 2,370 linear feet of 2-inch diameter plastic natural gas line north side of LA 27/82 due to construction of new turn lane. In addition, approximately 2,235 linear feet of existing 2-inch diameter plastic pipeline will be abandoned in place. (P20260392), Cameron Parish, LA. (260701)

b. Kinder Morgan Louisiana Pipeline, LLC – Off Highway 82 and Deep Bayou Road, Johnson Bayou, (proposes excavation to perform (six) external corrosion direct assessments along Kinder Morgan Louisiana Pipeline (KMLP) 36-inch Parallel Leg 2 and KMLP 42-inch Mainline. Six (6) 16-ft by 12-ft bell holes will be excavated to assess the pipelines. Three (3) separate workspaces, Dig ½ (28,701 SF), Dig ¾ (22,500 SF), and Dig 5/6 (22,500 SF) are proposed within the existing rocked meter station. Prior to performing the hydro-vac, the rock foundation will be excavated and temporarily stored next to the excavated bell hole located at, No.1 at CS 342 (N29°47’38.66”, W93°44’53.65”) No. 2 at CS 342 (N29°47’34.48”, W93°44’50.47”and placed back in original footprint upon completion of backfill. c. Michael Alan Oehlert – 491 Lake Breeze, Hackberry, (proposes constructing 193’ x 6’ wharf leading to a 50’ x 24.5’ boathouse, with one covered boat slip that will be 10.5’ wide by 42’ deep with 4’ wide deck on north side and 10’ wide deck on south side. (P20260492), Cameron Parish, LA. (260705)

d. Shell Pipeline Company, LP – Burton Sutton Canal, North Johnson Bayou, (Burton Canal Rock Armoring Project; proposes two options to protect the Zydeco Houston Houma 22” Pipeline that is exposed. Option 1, to remove existing concrete mats and add limestone, sandbags, and rip rap in 132’ x 33’ area; Option 2, remove existing concrete mats, and add limestone, rip rap, sandbags, Exoforms, grout filled super sacks and/or gabion baskets, timber or sheet piles in 132’ x 30’ area. 7. Motion to Approve Permit Applications of Local Concern (Subject to strict compliance with the clean-up and restoration standards found in Sections 701(B), 711(F), and 719 (M) of the Coastal use Guidelines and any other applicable guidelines in the CZM):

a. James W. Erbelding, Jr – 5866 Gulf Beach Highway, Johnson Bayou, LA, (proposes reclamation/restoration of sand mining pit located on Blue Buck Ridge which will result in 186,631 cubic yards of topsoil/dirt to be hauled in. (P20260489), Cameron Parish, LA. (260703)

b. Gerald Credeur – 2749 Gulf Beach Highway, Johnson Bayou, LA, (proposes installing 18’ x 40’ culvert and 20’ x 40’ driveway. Hauling in sand and rock material to level property; and constructing a wooden boardwalk, 150’ long x 4’ wide for beach access. (P20260283), Cameron Parish, LA. (260704)

c. Kevin Potier – 329 Lake Breeze, Hackberry, (proposes constructing 33’L x 10.5’W x 4’D bulkhead, boat slip, and covered boat shed with concrete pad surrounding boat slip. (P20260494), Cameron Parish, LA. (260706)

d. Delta South Louisiana Gas Company, LLC – Corner of Labove Road and north side of Highway 384, Grand Lake, (proposes to relocate the existing Delta Utilities facilities at the Grand Lake Rural Regulating Station (RRS) and proposing installation of driveway for access with a culvert for stormwater conveyance. 9. Motion to open public hearing on the addition to the Code of Ordinances – No Wake Zone Ordinance:

Cameron Parish, Louisiana Code of Ordinances
NO WAKE ZONE, CAMERON PARISH

(a) There is hereby created a no wake zone within certain areas of Cameron Parish, as follows:

(i) Cameron Loop from the North entrance (29˚ 48’ 00” N/ 93˚ 20’ 12” W) to the South entrance or end of the Cameron Loop (29˚ 46’ 37” N/93˚ 20’ 30” W) and shall remain in effect for the entirety of the loop.

(ii) Kelso Bayou Bridge (30⁰ 00” 16” N/93⁰ 20” 36” W) to North of Hackberry Seafood Docks (30⁰ 00” 36” N/93⁰ 20” 29” W).

(iii) Kelso Bayou North of Amoco Dock (30.0041156, -93.3533027) westerly along southern bank to past residents’ docks (30.0015547, -93.3629587)

(iv) Entrance of Kelso Bayou 30 00’29”N/93 20’04”W to 30 00’ 29”N to 93 20’10”W

(b) No person shall operate, cause to be operated, or permit to be operated any watercraft, motorboat, recreational watercraft, or vessel in such a manner or at such speed as may or shall create a wake from such operation. For the purposes of this section, the registered owner of any such vessel or watercraft shall be presumed to be the operator of said vessel at the time the violation occurs.

(c) The term “wake” shall mean any vessel water turbulence in excess of six (6) inches in height crest. Notwithstanding, in no event shall the speed of any watercraft, motorboat, recreational watercraft or vessel exceed five (5) mph. All vessels operating within a no wake zone shall proceed at idle speed or bare steerage speed, creating no appreciable wake.

(d) The section shall be enforced by the Cameron Parish Sheriff’s Office and may be enforced by the United States Coast Guard and the Louisiana Department of Wildlife and Fisheries within their jurisdictional limits and any other Federal or State law enforcement agency.

(e) This section shall not apply in instances where vessels are in navigational distress and power is essential for the proper control of the vessel in navigation for its safety and the safety of others or the safety of the structures. Vessels responding to emergencies are exempt from this ordinance.

(f) If the person operating a vessel is found to be in violation hereof, the person shall by fined not more than $500.00 or imprisoned in the parish jail for not more than 30 days, or both.

(g) Signs and/or buoys shall be installed according to LAC Title 76, Part XI, §303 (Uniform System of Waterway Markers)

Each sign shall read:
SLOW – NO WAKE ZONE
By Order of the Cameron Parish Police Jury

Signs shall have a white background, a 2-inch orange reflective border, and black block letters at least 4 inches tall.
Markers will be placed at both entry and exit points of the Loop area, clear of the ferry lanes.

      ADD TO (e) It shall be unlawful to operate any motor vehicles on the following parish roads at a
      speed in excess of fifteen (15) miles per hour:

13. Consideration of president authority to sign Contract Amendment #01 detailing payment terms and contract amount for Furgo for LIDAR Survey and Processing Services

14. Consideration of president authority to sign Cooperative Endeavor Agreement with Creole Nature Trail for the public restrooms at Holly Beach

15. Consideration of entering an Interagency Agreement with Gravity Drainage District No. 7 for the usage of an additional 100 feet of property

Consideration of closing parish roads: Starting at the intersection of Hope St (PR# 3117) and Gayle St (PR# 3115) approximately 2,472 feet / 1/2 mile) and Intersection of Gayle St. (PR# 3115) and Broussard Beach Road (PR# 3118) North to H. Picou Rd (PR# 3120) approximately 770 ft. will be private and closed to the public approximately 2 years or until further notice. EFFECTIVE TODAY, MONDAY JULY 13, 2026 AT 4PM

22. Motion granting authority to advertise 911 Ordinance Change to allow Sheriff to appoint a board member

23. Consideration of Change Order No. 2 – CDBG-DR Mermentau Basin Inundation Relief Project. Perform additional testing on the pintle assembly before installation. There is also a reduction in the amount of spall repair (Item 2), which will result in a net decrease in the contract, -$5,968.63. An additional 40 days of contract time will be added to allow for this testing (No Cost to the Jury)

24. Motion for president authority to execute the lease termination and release agreement on the Cameron Fisheries Building

25. Review and accept the monthly financial statements and budget to actual comparison
