On or about March 6, 2026, the Cameron Parish Police Jury will submit a request to the Louisiana Office of Community Development-Disaster Recovery (LOCD-DR) for the release of Community Development Block Grant-Disaster Recovery (CDBG-DR): Resilient Community Infrastructure Program (RCIP) funds through the Disaster Relief Supplemental Appropriations Act of 2022 (Pub.L.117-43, as amended); in Federal Docket No. FR-6303-N-01, to undertake a project known as Cameron Sewer Upgrades Project (12LDRC7703) for the purpose of making resiliency improvements to eleven (11) of nineteen (19) sewer lift-stations for resilience against salt-water intrusion within the Cameron Parish Water and Wastewater District 1 sewer line system in the community of Cameron, Louisiana, for the amount of nine hundred ninety-three thousand seven hundred eighty-four dollars ($993,784.00). The project involves implementing improvements to eleven (11) existing sewer lift-station along approximately seven and a half (7.5) miles of existing sewer line infrastructure as follows: exchanging existing sewer lift-station pumps and associated metal component within existing sewer sump basin with non-corrosive stainless steel metal components; converting above ground pumps to submergible non-corrosive metal pump unit as applicable for existing pumps within existing sump basin; and elevating existing electrical boxes on existing electrical poles to meet current floodplain compliance elevation standards at the respective eleven (11) sewer lift-station locations. No change to size, capacity or function of infrastructure or land use is proposed for this project. The estimated total HUD funds is $993,784.00.
The activity proposed resiliency upgrades to the eleven (11) of nineteen (19) sewer lift-stations is categorically excluded under HUD regulations at 24 CFR Part 58.35(a)(1) from National Environmental Policy Act, Environment Assessment, requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Cameron Parish Police Jury office at 148 Smith Circle Drive, Cameron, Louisiana 70631 and Cameron Parish Water and Wastewater District 1, 126 Ann Street, Cameron, Louisiana 70631, and may be examined or copied during standard business weekdays from 8:30 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Cameron Parish Police Jury, via email at karmentor@cameronpj.org.
All comments received by March 6, 2026, will be considered by the Cameron Parish Police Jury prior to authorizing submission of a request for release of funds. Comments submitted to Cameron Parish Police Jury on this notice must reference which procedural requirement that comments are related as follows: the Cameron Sewer Upgrade Project’s ERR or objections for the Cameron Sewer Upgrade Project’s Request Release of Funds (RROF).
RELEASE OF FUNDS
The Cameron Parish Police Jury certifies to Louisiana Office of Community Development-Disaster Recovery (LOCD-DR) that Katie Armentor in her capacity as Parish Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Louisiana Office of Community Development’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities; and allows the Cameron Parish Police Jury to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
Louisiana Office of Community Development-Disaster Recovery will consider objections to its release of funds and the Cameron Parish Police Jury’s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Cameron Parish Police Jury; (b) the Cameron Parish Police Jury has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by LOCD-DR; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
